Kahama Shinyanga Water Supply and Sanitation Authority (KASHWASA) is an autonomous public utility established in accordance with the Waterworks Act (Cap. 272), which was repealed and replaced by the Water Supply and Sanitation Act, 2009. The Authority is charged with the responsibility to operate a water supply scheme from the Lake Victoria and supply bulk water to other water entities dealing with distribution of the same in both urban and rural areas, as per Government Notice No. 45 of 23rd February 2007. The Authority commenced officially its operations in February 2009.

KASHWASA is governed by a Board of Directors comprising ten (10) members appointed by a minister responsible for water affairs. The members represent two (2) main groups of stakeholders which are the central and local governments and users. The tenure of the Board is three (3) years.
